The leaders of the Han Dynasty also had interesting foreign policies, which was not neccessarily a positive for the Han Dynasty. Emperor Wu involved China in years of continnuous war ("Han Wudi, Emperor Wu of the Han Dynasty"). This made his rule very controversial. Also, Wang Mang was terrible at foreign policy. He insulted the tribal leaders surrounding China ("Wang Mang").
