In doing so, it is relatively certain that more people would join the army, therefore killing two birds with one stone. Emperor Wu was also very knowledgeable about his economy. He managed imports and exports very well, and took advice from subjects from a merchant background ("Han Wudi, Emperor Wu of The Han Dynasty").
